In the article the stages of decision-making by the operative personnel of nuclear power plants are considered in regular and nonpermanent situations for the different modes of functioning at the exposure of dynamics of change of technological parameters which conduce to the origin of disrepairs, failures and catastrophes, the chart of the basic stages of design of the automated teaching mean is worked out for this purpose - trainer and offered structurally is a functional diagram of actions of operator on making decision with a help hard warily - programmatic facilities and module scenarios, computer-integrated in a model - simulators of the automated teaching mean - trainer, new approach is offered at consideration of informative space of quantitative and high-quality descriptions of technological parameters of energy objects with the use of cluster analysis on the basis of vehicle of theory of fractals.
