The current state of time and frequency comparison by the passive method with general coverage algorithm (GCA) is examined. The potentiality of GCA is analyzed and evaluated. Standards’ scales shift estimation and errors formulas are given. The classification and measurements uncertainty estimation methods for GCA are proposed.
