The paper analyzes and justifies factors affecting on not optimum use of network resources embedded in the design of telecommunications networks. Depending on the number of edges in the network topology, the main factor influencing the efficiency of network resource is physical or logical structure of the network. Physical structure is formed when designing networks and wouldn't undergo significant modifications in future, so the paper proposes a method of physical structure selecting. This structure will provide the highest flow service quality for a given number of nodes and edges. Physical structure redundancy increases due to connectivity increasing, which leads to a set of possible logical structures formed by network routing policy. To maximize the use of network resources it is proposed to modify the logical structure based on alternative routes search through the less loaded local segments of the telecommunications network.
