The existing approaches to structure design of information telecommunication network are surveyed. Basic design principles are defined. The new conceptual approach to network structure design which takes into account these principles and is based on the mathematical models of information and technical structures is offered. It is shown that these models should be based on the abovementioned mathematical model of information interconnections (I2) between network elements. It is concluded that this I2-model to consider system applications and applied tasks as interactive dynamic processes.
