In the article offered approach in relation to connecting subscribers to the cluster of mobile network of CAS of management subdivisions on the basis of realization of principle of self-organization. For basis of mobile network of CAS of management a mesh-network is taken. A connecting algorithm will be realized in two stages: initialisings and self-organization. Realization of algorithm in protocols of the hierarchical routing will allow to promote efficiency of management a mobile network due to diminishing of part of official traffic. Design results are resulted.
