It is proved that to improve efficiency and reliability of bringing video objective control for communication systems is necessary to use video encoding technology, taking into account the presence of regions of stationary background. Developed interframe coding apertures for video information stream based on their description biadic numbers. Shows the importance of forming apertures for interframe approximated component to further reduce the bit rate. Outlines the basic steps for creating a method of coding the basic elements of inter-frame apertures without compromising reliability. It is proved that a code value of frame aperture formed in block diagram as the corresponding biadic numbers code. A comparative assessment of the characteristics of the delivery of video to developed and existing methods with respect to the bit rate of the video stream. Taking into account the different modes provide a level of reliability of the information data rate communication channels and the intensity of the video stream.
