The investigations of high school education's quality were realized by quality factors defined students' "eyes" and ministerial order. For each factor the comparative analysis of mining data was realized. As a result the estimation process of high school education appeared to need urgent reforms and improvements. In addition any high school education has to discover the problems in time, to implement the innovations for solving problems, to use the estimation tests activity and to improve them continuously – to make steps towards implementing a quality management system.
