It is shown that determination of signs of accident rate of technological process, conducted on the basis of time of rejection of descriptions of technological parameters with the use of elements of theory of return of Poincare and depends on sedate dependence of time of flowing of technological cycle on time of return of descriptions of parameters of technological process to the rationed values and expression for fractal time, depending on the fractal dimension of time and dimension of fading of signal of descriptions of parameters of technological process, is certain, except it, bubble of descriptions of parameters of technological process diagrams are got depending on the closeness of distribution of mean time of return of these descriptions in the vinicity of the states of the rationed or emergency values at which the condition of formation of the cluster - cluster aggregating is formed with fractal properties, and consequently, by the signs of accident rate.
