Designed integral criterion, named parameter of signal quality level (QoL), which connects the energy and quality indicators of the access channel, allows evaluation of the application of a handover methods. This criterion takes into account the level of the received signal, the probability of failure call reception, interference probability. On the basis of criteria developed by the comparison of existing handover methods (threshold, hysteresis, combined marginally-hysteresis), a trade-off between the quality of the signal and the number of handoffs. The results of numerical studies show that the best indicator of signal quality QoL has hysteresis method, and the effectiveness of all methods decreases with increasing number of handoffs. For certain values of the number of handovers in all methods achieved their highest values QoL. The results indicate that there are significant opportunities to improve the application of existing handover methods, their combination and limitation on the number of necessary handovers.
