This article examines the history of the development of distance learning. Three stages of the evolution of distance learning are proposed. For each of the stages particular models are constructed. The study also analyzes the role of the state in the development of distance learning. The article deals with the technological aspects of the educational process -using the latest advances in learning information and telecommunication technologies in the learning process. The study applier subject modeling language UML. The prognostic model is constructed.
