In the article the algorithm of optimal evaluation of time of delay of signal is offered at location of low-altitude target outside distance of line-of-sight. An algorithm takes into account the presence of phase fluctuations of the signals removed from of low-altitude target, what distributions of radio waves conditioned by an environment. Thus the cross-correlation function of phase fluctuations is described by an exponential function. Calculations which over are brought in the article testify that the use of the offered algorithm of measuring of distance allows to promote exactness of evaluation of distance from 2 to 2,5 times.
