We consider approaches to a raising of productivity of mobile radio networks in a zone of conducting operations (engagement) on the basis of management of location of telecommunication aero platforms in the conditions of rapid and unpredictable movement of mobile subscribers, carrying out environmental monitoring. Further development of the proposed method by productivity raise of broadband zone of adaptive monitoring (by developing of subsystems of flight control of a net of unmanned aircrafts) is offered. It will allow to complete operatively the co-ordinates of a location at the previous stage gained at minimization of power inputs and managements.
