The article considers the models of information processes during stages of situation conditions analysis and decision making by operational headquarters manager in the aftermath of rail transport emergency situations. The results are obtained on rapid stabilization of the information flows with the number of consequent operations located within the planning horizon that is by increasing the effective time limit of the decision-maker to more than one phase of work. Successful planning, monitoring the progress of their implementation is impossible without Decision Support System based on an extensive network of highly productive communication, modern means of supervision at the operation place of emergency and trained personnel.
