The questions of complex assessment of air pollution risk were considered as a problem of decision making under uncertainty and incomplete information. An approach to building a combined model of ecological safety management based on process model of knowledge representation and algebraic-predicate structures to formalize the model was offered. The approach can detect implicit knowledge and adapt them for solving urgent management problems. Principles of relation networks construction for knowledge accumulation were considered. Benefits of the process knowledge model for solving problems of environmental safety were given.
