CONCEPTUAL FRAMEWORK FOR ASSESSMENT OF READINESS TO IMPLEMENT E-GOVERNEMENT PROJECTS

The successful implementation of e-Governement projects requires the existence of basic conditions, including high-quality Internet access, digital competencies of citizens, as well as a sufficient degree of main public online services development. Based on these prerequisites, a factorial model and a conceptual framework for assessing of two-sided readiness (citizens and state or city institutions) for the e-Governement projects implementation are being developed.
