The requirements to the air defense control system and its separate features are considered. The work of the ACS operator is analyzed from the position of the dependence of the quality of the decisions taken on the functional state of a person. The dependence of the functional states of the ACS operator on the aggregate of specific features in the personality structure is analyzed. Professionally important and socially significant qualities of the ACS operator are distinguished. The analysis of the phases of the functional states of the operator ACS is carried out. We consider the classification of factors that affect the operator ACS. The analysis of the operator's activity is performed depending on the effect of external and internal factors. The model of the operator's activity is proposed. On the example of the influence of the "lighting" factor on the state of work capacity of the operator of automatic control systems, it is proved that it is necessary to take into account the functional states of the operator when designing new and upgrading existing control systems.
