A dedicated focus on issues of information management, the role and place of information sensors of different physical nature of aerospace, land and sea-based and their aggregation within a single integrated systems of environmental monitoring, military purpose and dual use. The expediency of forming, in contrast to the geographically global information and communication space, national zonal (sector) integrated complexes as the complexes are less expensive and more acceptable to States with significantly limited resource potential at least in the short term. They should have an open architecture so that it would be possible to increase them whenever necessary, and additional resources as well as new information of the sensors. These complexes, along with other tools, should serve as a basis of information support of management activities in the armed forces with automated control systems (ACS), in both peacetime and wartime.
