Description: The methodological approach to managing the synergetic potential of formation and sustainable development of social security systems based on theories of stability and synergetics has been substantiated in the article. The basic idea of the proposed approach is to analyze the information clusters of these systems for the presence and vectors of the direction of the organizational potentials of their components, as well as the conditions for their implementation. The methodological approach consists of the following steps: 1) the selection of an information cluster for research; 2) determining the component composition of the cluster, its structure and links between the components; 3) conducting analysis of the cluster relating to the balance of components interests; 4) adoption and approval of decisions on the improvement of existing and the definition of new rules of the social security system functioning; 5) the development of a security monitoring system, which is intended both for the analysis of threats and risks and the sufficient level of the formation of conditions for the beneficial activity of all participants in the social system. From this reasonable decisions on the implementation of management impacts on the system components and the conditions for their functioning are made. The proposed approach is advisable to use while working out concepts for the formation and sustainable development of social security systems of various levels.
