Description: The article contains the main points of the methodical approach to determining financial resources requirements to achieve ambitious opportunities (determining the full cost of a project) during planning on the basis of opportunities. The methods of calculating the cost of resources requirements, used in the Armed Forces of Ukraine, that are based on the determination of the cost of activities, are analyzed. The estimation of the results of the assessing and analyzing procedure of opportunities makes it possible to determine the options of forces that, in comparison with existing forces, form a list of capabilities, including the use of existing structures, build-up existing structures, forming new ones and getting rid of superfluous ones. It is shown that in order to achieve any option of the stages of the management cycle in the defense planning process, appropriate resources are needed to maintain existing opportunities and to eliminate the excess, build up existing capacities and form new ones. The methodological approach is proposed. It allows us to calculate the resourses requirements for the implementation of concepts, programs and plans of development of the Armed Forces of Ukraine taking into account the possibilities of the perspective composition and organizational structure, as well as the actual state of the elements existing and organizational structure, it is more emphasized to allocate them within the costs of maintenance, training and investment. The results of calculations of resources requirements for the development of the Armed Forces during defense planning that can make it possible to more realistically determine the degree of satisfaction of resources requirements to achieve the planned capabilities and to determine the risks in this area is showed. The proposed approach can be used in future to justify the expenditures for development of the Ukrainian Armed Forces, risk assessment of resources sufficient to achieve a certain level of abilities during defense planning.
