Description: The relevance of research the peculiarities of international material and technical assistance to Ukraine by the partner countries is substantiated in the article, due to the complex political, economic and security circumstances that arose as a result of the Russian Federation (RF) aggression and put our state in the path of forced borrowing. It is analysed the existing international and domestic legal and regulatory framework, which regulates the grounds for the material and technical assistance and the mechanism for its implementation, to meet the needs of the Armed Forces of Ukraine and military formations of the state. Considered: historical sources and the basis of international military cooperation; the implementation mechanism and timeline of programs and projects of international assistance to Ukraine in the military sphere; the order of measures coordination related to the attraction, provision and effective use of international assistance; the division of functional competencies between ministries and other public authorities in the process of registration of projects and ensuring the formation of strategic and annual programs of material and technical assistance in accordance with the priority directions of socio-economic development of the state. According to the conditions for the implementation of the United States assistance programs, the indicators of financing of Ukraine under the programs of the FMF (Foreign Military Financing), ERI (European Reassurance Initiative) and USAI (Ukraine Security Assistance Initiative) for 2015-2017 are given, as well as the amount of funds and the approximate list of military assets and equipment provided by other partner countries over the same period. It is shown that despite of the substantial amount of provided assistance, the reform of the Ukrainian Defense Industry Complex and the build-up the military potential of state military formations are considered by the United States as the basis for successful counteraction to Russian aggression. The obtained results should be used to determine the feasible option to ensure a real increase in the combat capability of the Ukrainian Army.
