Description: The protection of national interests at the state border depends on the efficient organization of operational and service activities in the bodies and units of the State Border Guard Service of Ukraine (SBGSU), in general, and the Marine Security of the SBGSU, in particular. Previous author researches have pointed to the causal and consequential dependence of the development of the Marine Security of the SBGSU on the development of a system of surface picture display within the sea sector (SSPD). The research on the issues of SSPD development concerned the following aspects: formation of methodical foundations for the Concept development concerning SSPD of the SBGSU; functional analysis of options for creating a unified SSPD; justification of SSPD development option that would be appropriate for implementation in the context of the border security provision; proximately, formation of the Concept of SSPD development. However, the question of assessing the effectiveness of SSPD operation in these studies remained unnoticed. This paper reveals the substantiation of the methodical basis of efficiency assessment concerning functioning of the unified system of surface picture display within the sea sector in the context of the border security provision. The proposed methodology reveals the dependence of the system's efficiency on the properties of its components (technical and human), which are represented by various surface display subjects in the state. Formalization of the influence of the determined factors upon the result has been made for each component.
