Description: The article substantiates the relevance of the study of the determination of the staff of troops (forces), which, according to the quantitative and qualitative indicators (quantitative parameters and qualitative characteristics), the capabilities meets the requirements, using a stratified method of constructing a complex system in which the component approach to the formation is implemented rational staff of troops (forces). The analysis of existing methods of substantiation of the necessary staff of troops (forces) of the Armed Forces, which allow to some extent, achieve the goal - to determine the staff of troops (forces), which meets the established requirements. The advantage is given to methods based on the use of either the coefficient method, or the method of expert estimates, or taxonomic methods. In the proposed methodological approach, in which using the stratified method of constructing a complex system, a component approach to the formation of the rational staff of troops (forces), it is considered as a multicomponent system that allows to realize the principles of a consistent synthesis of admissible variants of the formation of individual elements, components and Armed Forces in general with the subsequent choice of the best of their options. The application of the stratified method for constructing a complex system for the implementation of the component approach facilitates the formation of unified elements of the organizational structure of the modular type, which have a set of capabilities necessary for the implementation of specific tasks. It is considered the order of formation of rational staff of troops (forces) on the basis of components and component structures. The application of a component approach to substantiating the rational staff of troops (forces) provides a flexible approach to the formation of organizational structures, the deprivation of their excess or the acquisition of the necessary capabilities. At the same time, those capabilities are immediately allocated that are to be implemented by the higher level organizational structures in the interests of performing tasks by the organizational structures of the lower ones. The results of the research can be used during the substantiation of the required staff of troops (forces) to perform the specified tasks.
