Description: For the processing of large volumes of information necessary for decision-making in the Ukrainian border area, the information and telecommunication system of maritime security "Gart-12" is used. The latter is part of the integrated information and telecommunication system of the State Border Guard Service of Ukraine "Gart". In the framework of the "Gart-12" the collection of data on the movement of ships and the coverage of the current surface situation is realized. However, significant volumes of these data are complicated by their effective analysis when making appropriate decisions. This necessitates the development of elements of the decision support system and their implementation in the system of illumination of the surface environment. The possibilities of their development are limited by the imperfection of the appropriate scientific and methodical apparatus for risk assessment on the basis of the analysis of the data on the surface environment. The article describes the method of detecting time vessel traffic anomalies on the basis of data analysis in the system of illumination of the surface environment. In this method, the metric of the similarity of the routes of the vessels on the basis of discrete readings about their position at different moments of time for the clustering of data available in the information-telecommunication system of marine protection has been used. The spatial and temporal data of similar routes are resulted in dimensionless representation and generalized using approximation. In assessing the risks of violating the border legislation at the maritime boundary, it is proposed to use the mean and maximum deviation of new data in the surface water coverage system from the approximated dependence on available data.
