Estimation of servicemen of the armed forces of Ukraine: current status and prospects of development

Description: As a result of a comprehensive assessment of the personnel of the Armed Forces of Ukraine, it is proposed to use the process of attestation and assessment of military personnel. According to the results of the comprehensive (annual special period) and periodic assessments of military personnel, appropriate personnel decisions should be made. The article specifies that the annual evaluation of military service during a special period should be conducted in the form of observation, study and evaluation of ser-vice activities according to certain criteria of activity and manifestations of qualities. From the beginning of 2018, an experiment is being conducted to create an effective system for assessing military personnel, to manage their careers, and to implement a trans-parent and integrative system of selection, placement and / or recruitment of military personnel, in order to create a mutually com-patible with the armed forces of the NATO member states, a modern system of personnel management based on the Air Forces of the Armed Forces of Ukraine. appointment of personnel to positions on the results of their official activities. The work proves that the evaluation of military personnel is a multifaceted problem, which should be considered from the point of view of various scien-tific disciplines: sociology, social psychology, philosophy, economics, law, political science. The implementation of a comprehen-sive rating survey of military personnel in practice on the basis of the work of the Commission provides an opportunity to offer the Commander of the Air Forces of the Armed Forces a list of candidates for a specific vacant position, ranked in order of the speci-fied rating, determined before the appointment to the specified position, and significantly reduces (minimizes) activism and corrupt component when making personnel decisions. The implementation of these proposals will allow the Armed Forces of Ukraine to implement the approaches of the Armed Forces of NATO member states to the formation and implementation of military personnel policy in the context of combat operations regarding the system of military service evaluation, determination of their rating and the formation of the reserve for candidates for promotion in the Armed Forces of Ukraine.
