Description: The article summarizes the elements of the methodology for the formation of the development concept and technical out-lines of anti-aircraft missile systems as structural components of a perspective air defense system, the validation and implemen-tation of the proposed requirements. Methodological provisions for the development of conceptual design models of anti-aircraft missile systems which serve as the basis for the direct implementation of design work at the stage of development work are pro-vided. Pre-project research and external design are considered as stages of work, within the framework of which the general concept, technical outlines of the created anti-aircraft missile system, its place and role in the air defense weapon system should be validate. It is noted that the formation of the concept and the selection of the technical outlines of a perspective anti-aircraft missile system should be based on the combination of operational-tactical, scientific-technical and productive-economic factors upon which the possibility of creating the complex with a systematic consideration of such aspects as necessity, opportunity and the feasibility of creating a new anti-aircraft missile system taking into account existing restrictions depend on. It is concluded that when creating advanced complex anti-aircraft missile systems, the early stages of their development are of particular im-portance, during which conceptual design models are formed and the operational-tactical requirements put forward to them are validated. A special role in pre-project research should be given to simulation modeling, which allows reproducing the processes of combat use of anti-aircraft missile systems in various operational and tactical conditions.
