Description: sn assessment of functioning effectiveness of the Uniform State System of Civil Protection (USSCP) has been given. Tandeterminacy of the parameters influencing conditions of normal functioning of the territory of the stat ical subsystem of management processes of prevention and localization of ons has been offered. It was carried out by complex inclusion in operating USSCP after a vertical from object to state levels of various functional elements of the monitoring emergency territorial system and the system of the situational centers. It is shown that the basis of the USSCP should be a classic control loop that provides: collection, processing and analysis of information; modeling of the development of the situation at the facility for management and development of fires in the city, region, country; development and adoption of management decisions on the prevention and elimination of fires, as well as minimizing their incursions; implemen-tation of decisions on the prevention and elimination of fires, as well as minimizing their consequences. Also it is shown that the decision-making procedure of the departments is very complicated. It is complicated by the fact that the main conditions for making effective decisions are their timeliness, completeness and optimality. Therefore, increasing the efficiency of decisions that are made is associated with solving the problem of multi-criteria optimization in the face of uncertainty. This requires the development of for-mal, normative methods and models for a comprehensive solution to the problem in managing the processes of warning and localiz-ing the consequences of emergency situations to ensure the effective functioning of the system.
