Description: The article discusses the problematic aspects of managing the structural dynamics and functioning of a unified air defense system of the country and its armed forces with a promising appearance in the face of dynamic changes in the air situation in the area of warfare. The main attention is focused on the systemic and conceptual foundations of such management and the need to create a single information and communication space in the area of responsibility of national air defense. The air defense system is presented as a complex multi-structure system, a territorially (spatially) distributed military system, which consists of its mo-bile and stationary components. The main factors that determine the promising appearance of a unified air defense system are identified. It was determined that the composition of its structural and functional components involved in repelling an attack by an air adversary should be consistent with the dynamics of changes in the airspace. The necessary properties of the air defense system, such as high maneuverability, resistance to the effects of enemy means, adaptability to the conditions of changing the radar situation in the combat area, are highlighted. Some directions of the development of means of radar reconnaissance of airspace as the main sources of information about the air enemy are presented. The basic basis of the approach to managing the structural dynamics of an air defense system that uses the concept of situational management is highlighted. It is noted that for the effective management of the structural dynamics of a unified air defense system and its functioning, high levels of automation and information are required. The choice of a way to control the functioning of a single air defense system and its structural dynamics can be reduced to finding a compromise version of a managerial decision using several private quality indicators or a generalized indicator of management effectiveness if they can be reasonably determined (formed) under existing objective data on the basic conditions of the system’s functioning air defense.
