Methodological approach to forming prospective lessons learned system in the ukrainian army

Description: This paper presents a methodological approach to creating and further effective functioning prospective Lessons Learned System in the Ukrainian Army. Lessons Learned System is a set of means, methods and techniques, as well as appropriate Les-sons Learned Structure and Tools for carrying out the Standardized Lessons Learned Process. The article describes the essential prerequisites for the Ukrainian Army Lessons Learned System creation. The main reason for the Lessons Learned System form-ing is a continued Russia's hybrid war against Ukraine and not neffciency of previous Lessons Analysis and Dissemination Sys-tem. The previous System passed three main stages of its formation and development according to the Ukrainian Army reforms and geopolitical changes: 1) Crearion (1991-2013); 2) Reformation (2013-2014); 3) Adaptation (2014-2018). Despite significant achievements of the previous System there are still unsolved problems, in particular, low quality of observations analysis, espe-cially pertaining to combat operations and absence of effective procedures for lessons endorsement, sharing and implementation. The work outlines the prospective System purpose, its main tasks and major components:Lessons Learned Structure, Process, Training and Tools. It proposes to form the prospective System in the Ukrainian Army on basis of the previous Lessons Analysis and Dissemination System using the principal NATO Lessons Learned System achievements, first of all, implementing Standard-ized Lessons Learned Process. This approach will allow exploiting the Alliance’s Lessons Learned System advantages, as well as ensuring interoperability of the Ukrainian Army units with NATO Forces in joint military operations. The article recommends to create prospective Lessons Learned System in the Ukrainian Army based on four dominant directions: 1) Creating three-tier Lessons Learned Organization Structure, that includes Lessons Learned Staff Officers and Lessons Learned Points of Contact; 2)Implementing the NATO Lessons Learned Process in the Ukrainian Army practice; 3) Organizing effective Lessons LearnedTraining for all Army personnel; 4) Using existed and improved Lessons Learned Tools, creating the Ukrainian Army Lessons Learned Portal.
