The method of structure synthesis of coherent fragment of informatively-telecommunication network (ITN), base for the elements of integrated automatic control system by Military Powers of Ukraine is considered. On the first step of synthesis the distributing of transactions, which act or go out from the fragment of ITN, which is examined, is conducted, on the second is distributing of load of ductings of connection of fragment, coming from minimization of middle delay of packages of transactions. Expression of distributing of transactions is got in the conditions of row of limits on informative and technical architectures of fragment. The task of the optimum distributing of carrying capacity of ductings of fragment at the imposed limitations is decided by the method of Lagrange.
