Description: Proactive measures to preventing aviation accidents and incidents in civil aviation activities associated with the adoption of various decisions that regardless of classification features is always some risk inherent stochastic nature or non stochastic. These decisions by its consequences are those that give a positive result (profit - effect) and those that resulted, are counseled to negative outcomes (losses - defect). The model evaluation of the relevant effect / defect of these decisions, which is based by the classic Wald criterion. Its empirical implementation in full of uncertainty allowed to obtain practically acceptable results.
