In the article the algorithm of optimum evaluation of time of delay of signal is offered during the radio-location of low-level целец in a troposphere waveguide outside distance of line-of-sight. An algorithm is taken into account by the presence of phase fluctuations of the signals which are conditioned the environment of distribution of radio waves reflected from low-level aims. The flow diagram of device, realizing the offered algorithm of evaluation of time of delay is in-process presented. Thus the crosscorrelation function of phase fluctuations is described an exponential function. Calculations, presented in the article testify that the use of the offered measuring device of distance allows to promote exactness of evaluation of distance from 2 to 2,5 times.
