Relevance of the questions connected to carrying out researches in the field of lowering of intensity of a video stream for infocommunication systems is justified. Reviewing of the main stages of technology of coding of basic frames for lowering of intensity of their code representation is given. Development of the valuation method of intensity of the flow falling on a basic frame taking into account formation of code constructions of oblate representation of transforms on the basis of diagonal and non-uniform positional coding and statistical coding of a DC component of a transform of discrete cosine transform is explained. The experimental estimates concerning a level of lowering of intensity of code representation of a basic frame for the standardized method on a JPEG platform and for technology of coding on the basis of nonuniform and diagonal representation of transforms in nonequilibrium positional base of the bases are carried out. Advantages of the created technology on a compression ratio and intensity of bit representation are shown.
