The article is devoted to organization and carrying out estimation of personnel policy in armies of world leading states. Properties, ways, conditions, technologies and toolkit for estimation of personnel policy quality are considered. This gives the possibility to define and estimate characteristics of estimation systems, and also to make a substantial choice of its optimum variant for the Armed Forces of Ukraine at the present stage of their development.
