The paper develops a model of an information resource on the border of the transport network, which allows you to identify the managed resources and parameters and to determine their impact on the main characteristics of the transport network. It allows to optimize the length of each field of the frame, taking into account the influence of the synchronization process. It refines the solution of the negotiation capacity of information sources and the capacity of the transport network.
