The modern directions of wireless networks and mobile communications development are described. It is shown that the new directions in software-defined and cognitive radio systems require the formation of metrics to make decisions about the route or handover in heterogeneous wireless networks of mobile communication devices. Allocated 2 class of metrics that characterize the resource costs for the operation of the wireless network and the value of the quality of service. Conclusions on the need for integrating all of these metrics are confirmed.
