In the article the problem of coordinating a complex two-tier system when the aim is only to improve the quality of the system, without seeking to achieve "global optimum" is considered. "Linear" coordination from the standpoint of the general theory of systems is analyzed. Also coordination and conditions using a standard control action are investigated. The issue of coordinated and "satisfactory" management under uncertainty and fuzzy data is explored. A general approach to serial coordination with adaptation is considered.
