The mathematical bases of process design of liquid effluence from the reservoir of the automatic system of preventive localization of accident ecological consequences are created. The complete system of equalizations is got and its decisions that design the liquid effluence from a reservoir in the modes "Shot, "Shot with Support ", "Shot with Continuation" are found. The mathematical model of quasistationary turbulent liquid effluence from the reservoir of the offered setting is worked out. The model setting and conducted experimental researches in realization of the marked modes and their comparing to the theoretical calculations are built.
