In the article the two-tier multifactor mathematical model of influencing of the national harmonized standards developed authors is presented on growth of the labour on the basis of the use of methods of regressive analysis, polygonal regression, expert estimation and computer design productivity. The comparative analysis of results of the empiric researches conducted abroad is carried out with the built model with co-operations. Found out comparableness of results, that leads to its perfection and grounds to recommend its application in practice. Financial viability of inlaying of facilities is proved in development and adopting the harmonized national standards.
