The possibility of using the phase meter, synthesized according to the criteria of logarithm likehood ratio maximum for signals with constant amplitude in the interval of measurement is proved in this article. The analysis of the signals dispersed on the fluctuations of the electron density of the ionosphere, held in the framework of the theory of incoherent dispersing of radio waves has been made.
