Concept uncertainty in measurements (some philosophical-interpretative and applied aspects)

The attempt from position the theory of knowledge to understand current trends in metrology in the theoretical and practical aspects and compare two approaches to evaluating the quality of measurements: classical approach (CA) (or the concept of true value) and a new approach - the concept of uncertainty (UA). UA concept seems better grounded in theory and practice more closely to the present. The results enable on opinion of the author, to clarify the interpretation of some fundamental concepts in metrology.
