The main approaches, which are used for selecting composition and structure of the subject area was analyzed. Semantic network was chosen as a tool for description of subject area. For creating a semantic model of project scope the main elements, which are used as objects for description, and their types were defined. Based on the analysis of network elements and their relationships the structure of the semantic model of project scope was formed. This structure was used in the development of a semantic network, which shows the main objects of project scope, a description of the attributes of network and types of relationships between objects. Current semantic model of project scope can be used for defining of objects classes, which correspond to the knowledge classes project performers.
