The paper considers the problem of forming a complete assessment at the monitoring system of scientometric indicators academic staff. Shown, the problem of determining the adequacy of the criteria, and analysis of the latent characteristics is important. The mathematical model and algorithm for solving the problem using models IRT (Item Response Theory) was proposed. The information system, which perform complete evaluation of staff, taking into account a number of disparate scientometric indicators, and determine the adequacy of the indicator system using IRT, was developed.
